PayPal Penalty

HI,

I live in the paypal non supported country. I have registered with 2CO to recieve payments from buyers paypal accounts.

For sending payments can I make a fake paypal account? I mean address and all things from other country? I have heard that (on only one place) paypal will give you a penalty like they will ask you $10000 - $100000 as a vioaltion for their rules? I mean is it a reality?
