CASABLANCA, Morocco (Reuters) ? Thousands of rival demonstrators marched through cities in Morocco on Sunday over constitutional reforms proposed by King Mohammed after unrest inspired by "Arab Spring" uprisings in the Arab world.

A smaller rally of about 2,000 people opposed to the king's proposals marched through the capital Rabat, separated from rival marchers by dozens of baton-wielding riot police.

"The police encircled us, they didn't let us march to the parliament," said Najib Chawki, one of the coordinators of the movement, which is urging supporters to boycott the vote. "It shows that the powers in Morocco have no interest in changing."

The 47-year-old king unveiled the reforms this month after some of the largest street protests the Arab world's longest-serving dynasty has seen for decades. His fortunes are being watched by other monarchs, notably in the Gulf.

PREACHERS TOLD TO BACK REFORM

The new charter still allows him to name a prime minister -- but this time only from the party that wins most seats at parliamentary elections -- and to vet appointments of other ministers and suggest the termination of their mandates.

It explicitly grants the government executive powers, but it keeps the king at the helm of the army, religious authorities and the judiciary and still allows him to dissolve parliament, though not unilaterally as it is the case now.

Mustapha Nazih, a cleric at a pro-reform march in Casablanca organized by Boutchichiya Zawiya, one of Morocco's biggest and wealthiest sufi schools, said he had come all the way from the town of Beni Mellal, 300 km (190 miles) from Casablanca.

"We didn't have to pay for the bus fare. The Islamic Affairs Ministry asked us to come to Casablanca and we did so happily."

PESHAWAR, Pakistan (AFP) ? At least 10 policemen were killed Saturday when Taliban militants in suicide vests, some of them clad in burqas, laid siege to a police station in northwest Pakistan, officials said.

"Police have taken the control of the police station and 10 of our policemen were martyred in the attack and six attackers were killed," Mian Iftikhar Hussain, information minister of northwestern Khyber Pakhtunkhwa province, told AFP.

Militants armed with guns and hand grenades had attacked Kolachi police station near the border with South Waziristan tribal district and taken a group of policemen hostage.

Hussain said the burqa-clad attackers had hoped to secure the release of other militants.

"The attackers had come prepared for days of siege and hostage-taking to secure the release of other militants," Hussain told AFP.

"When our armoured car entered the police station two suicide bombers blew themselves up and a third suicide bomber was killed by a rocket," Hussain said.

"Police have found the bodies of three militants and the heads of three suicide bombers," Hussain said, adding that half of the police station building had been destroyed and 11 policemen wounded.

Regional police chief Imtiaz Shah told AFP there was one woman among the suicide bombers.

Shah said the siege began when attackers dressed in burqas pulled out guns at the station's main gate and killed policemen deployed there.

The militants then damaged the boundary wall with hand grenades, enabling more rebels to follow them into the building.

About 17 policemen were on duty at the time and were taken hostage by the militants once they ran out of ammunition, the police chief said.

As security forces were called to the scene and cordoned off the police station, two of the attackers detonated their suicide vests, while three others were shot dead by security forces, Shah said.

District police chief Mohammad Hussain Khan said it was likely the attackers had come from the nearby lawless tribal belt.

Television footage showed thick black smoke billowing from the roof of the fortress-like police station and security forces and police firing at militants.

Taliban spokesman Ehsanullah Ehsan in a telephone call to AFP claimed responsibility, saying it was the latest in a series of attacks to avenge the killing of Al-Qaeda chief Osama bin Laden.

"We sent one male and one female suicide bomber to participate in the attack, because we want to liberate our people from the slavery of America," Ehsan said.

US Navy SEALs in a covert operation killed bin Laden in the Pakistani garrison city of Abbottabad on May 2 in a raid which has strained ties between Pakistan and the United States.

Nearly 4,500 people have been killed across Pakistan in attacks blamed on Taliban and other Islamist extremist networks based in the tribal belt since government troops stormed a radical mosque in Islamabad in 2007.

Washington has called the semi-autonomous region the global headquarters of Al-Qaeda, where Taliban and other Al-Qaeda-linked networks need to be defeated if the 10-year war in Afghanistan is ever to end.

Annapolis, MD ( June 21, 2011 ) ? Governor O?Malley today named a broad cross-section of representatives from business, agriculture, science, environmental advocacy and government from throughout Maryland to study the issue of the use of on-site sewage disposal systems, commonly known as septic systems. The Executive Order creating the Task Force on Sustainable Growth and Wastewater Disposal followed a vigorous debate on the issue during the 2011 legislative session over the Sustainable Growth and Agricultural Preservation Act ( SB 846 and HB 1107 ).

?I am charging this task force with examining this issue in greater depth and we look forward to its conclusions,? said Governor O?Malley. ?We must continue the progress we are making toward restoring the Chesapeake Bay and other waterways. This effort is not about stopping growth ? it is about stemming the tide of major housing developments built on septic systems to generate clean water and protect our environment and public health.?

Delegate Maggie McIntosh, Chair of the House Environmental Matters Committee, will lead the Task Force on Sustainable Growth and Wastewater Disposal. Jon Laria, partner in the law firm of Ballard Spahr and Chair of the Maryland Sustainable Growth Commission, will serve as vice chair.

To comply with the Bay ?pollution diet? set by the U.S. Environmental Protection Agency, Maryland must reduce nitrogen pollution 21 percent by 2020. Development on septic systems also fragments vital agricultural and forest lands and fuels dispersed land consumption, resulting in increased public costs and the need for additional roads, schools and other public services beyond the State?s growth areas. The Task Force is to report its findings by December 1, 2011 to the Governor, the Speaker of the House, the President of the Senate, and the House Environmental Matters Committee and the Senate Education, Health, and Environmental Affairs Committee.

When it was still snowing in April, it seemed as though we really had MONTHS before summer. Well, not so much. It started 2 days ago, and officially ? yesterday, when our kids ran off the bus for the last time until September.

So, for those of you moving to Sudbury this summer, or those of us not going away, or training our kids to professionally kick-box (since that is what they are already doing with each other), we still have options. YES ? it is not too late to register for Summer Camp in Sudbury!

New Delhi, June 22

With 1.4 billion people in the world still living without electricity, the United Nations Development Programme (UNDP) has joined its partner agencies in a call to provide modern energy services to all within the next 20 years.

"Achieving universal access to modern energy by 2030 is possible and can lift more than a billion people out of extreme energy poverty. The additional investment required is about $40 billion per year until 2030, less than three percent of total global energy investment," a statement quoting UNDP Associate Administrator Rebeca Grynspan said.

Grynspan was speaking at the three-day international energy forum in Vienna which began Tuesday.

According to the statement, 1.4 billion people are still without electricity access, and three billion use firewood and other biomass and coal as fuel for cooking and heating, causing indoor pollution and leading to diseases that kill two million people every year.

"We have to build a momentum for a global movement for universal energy access," said Grynspan. "We need to invest in capacity development to create enabling policy, regulatory frameworks and effective institutions and we must partner with the private sector and civil society that drives innovation, brings investments and creates jobs."

The UN General Assembly has designated 2012 "International Year for Sustainable Energy for All". Universal access is one of the key focus areas for a high-level summit in Rio de Janeiro, Brazil, in June next year.
